I think it was likely confusion about what Max was doing in the squares that led to discrepancies. When "quickly" is referenced, we're referring to a quick search, where it's assumed the character stops and searches around for a while. If he's just passing through, then that's a different situation. Travelling through a square is just one square. A quick search is two--one to travel into that square, and one to search. A thorough search is three--one to travel into the square, and two to search whatever is being searched. Of course, if there are more things to search in a square, the count could go up if the character is searching multiple buildings.

The tablet displays "Building locked. Medical personnel only." It only displays this warning in the vicinity of building 58. The door is still locked, and there doesn't appear to be anything unusual outside.
