I put in a player plot request just in case, but I thought I'd come and ask for clarification for the future.

If a character kills another character (or two), but does not plan on publicising it in any way (however, wouldn't deny it and it might be found out via other means e.g. the murdered people telling others when they revive), does that require mod permission or not?
