This depends very much on the specific character you'd want to apply for. They have to at least have been involved in the character skits, as there isn't enough just from the character's self-introduction and combat statements to build a character around. From that point it depends on if there are enough skits to justify the characterization. If you think you can create an application without more headcanon than canon and your character meets the basic requirements, you can give it a shot.
